The Mill Dam project in the Back Bay did not turn out to be a huge success.

The tide mills could not generate enough power for the mills, partly because

the railroad embankments had slowed the flow of water through the two

basins. The Receiving Basin had also turned into a cesspool of stagnant

water and sewage. The Back Bay needed a new look.
